Apple’s setup guide requires a compatible device with current software, a supported card from a participating issuer, an Apple Account signed in and the appropriate device security. The issuer may need to verify a card before it can be used.

Apple Pay is not limited to Safari in every case
Apple’s online payment guidance describes supported third-party browser checkouts, including on a PC, where a code is scanned with an iPhone or iPad. This depends on merchant, browser, device and software support. It is not a promise that the option appears at every casino.

A refund is different from a withdrawal of winnings. Apple’s retail refund instructions do not establish that a casino must return a completed deposit or that it supports card payouts. For a duplicate, failed or disputed deposit, ask the operator to identify the transaction and explain its resolution.
